You might be a bit hesitant to take this step, but you should remember that you’re paying rent just like your apartment neighbor, for the right to be comfortable inside your own home. Your apartment manager can speak to your apartment neighbor and encourage them to keep the noises down, but they can back up all of their requests with the authority that you do not have.
